A Secure Base for Recovery: Sober Living Houses as Alternative Families
Presenter: Kevin Heslin, Ph.D, Charles Drew University
Session abstract
Sober living homes and other group residences have historically been restricted by zoning regulations that define “family” in extremely narrow terms. I use qualitative data from seven focus groups with sober living residents to show how recovery from substance abuse is supported through the alternative family structures of these homes.
Presenter bio: Dr. Heslin is an assistant professor at the Charles Drew University of Medicine and Science, where he teaches in the Masters of Science in Clinical Research and Masters of Public Health programs. Dr. Heslin’s research focuses on access to health services and health outcomes in underserved populations, particularly persons with substance abuse problems and HIV/AIDS. He is currently principal investigator on a study funded by the National Institute on Drug Abuse (NIDA) to examine the role of provider supply, poverty, and other aspects of the social environment in explaining racial/ethnic disparities in mental health services use and addiction-related outcomes among substance abuse treatment clients in California. His research has received awards from the American Statistical Association, the Association of Schools of Public Health, and the University wide AIDS Research Program, University of California.

“Making Sure There Will Always Be Housing for Recovery”
Session abstract
In the past the greatest threat to treatment availability has been lack of funding. Today it is zoning and land use barriers. All the funding in the world won’t help if providers cannot find buildings in which to house their treatment. Lately the California legislature and several local governments are showing particularly aggressive strategies to make it difficult for residential programs and sober living. However, new successful strategies for combating these zoning and land use hurdles are also emerging.

Deborah Parker is the Project Director for the Solutions for Treatment Expansion Project (STEP) of Futures Associates, Inc. STEP is an innovative project designed to educate and organize providers of and advocates for sober living and independent living for the mentally ill to understand their rights and strategically organize to combat zoning and land use barriers put up by local governments. Deborah has been head of behavioral health services for a national managed healthcare company, executive director of the California Women’s Commission on Alcoholism and Drug Dependency organizing and training women to work strategically to increase services to women. She ran her own consulting company for several years and is a many times published poet and writer. She has a B.S. in English from the University of Wisconsin-Madison.

Session abstract
A panel of adolescent providers including from outpatient, short term & long term residential will discuss various approaches used in treatment of adolescent substance abuse. Modalities, levels of care and specific interventions for treating teens will be discussed. A recovering teen will share about her treatment experience, how her problem was identified, and her personal view of the treatment process. Participants will gain a better understanding of assessment, appropriate levels of care, and components necessary for successfully working with teens.

Dr. Steven Petrus is a licensed psychologist specializing in child, adolescent, and family therapy, and psycho-educational assessment,. Dr. Petrus completed his fellowship at the University of California-Los Angeles, Pediatrics, specifically in the area of children with prenatal substance exposure.
Currently Dr. Petrus currently serves as the Clinical Director at Meridian Youth Treatment and the Director of Petrus Psychology Professional Corporation.

Dr. David Smith is recognized as a national leader in the areas of the treatment of addictive disease, the psychopharmacology of drugs, new research strategies in the management of drug abuse problems, and proper prescribing practices for physicians. He is the Founder of the Haight Ashbury Free Clinics in San Francisco, which treats over 160,000 client visits per year in 23 sites in the San Francisco Bay area.
Dr. Smith is currently the Chair of Adolescent Addiction Treatment for Newport Academy™, a gender-specific, comprehensive, residential treatment center for adolescents suffering from substance abuse and co-occurring disorders in Orange County, CA. He is also the Medical Director for Center Point, a 6 month therapeutic community in San Rafael, CA. Center Point is a private, not-for-profit corporation providing comprehensive, integrated services to at-risk individuals and families.
Dr. Smith’s current and past appointments include Medical Director of the California State Department of Alcohol and Drug Programs, Medical Director of the California Collaborative Center for Substance Abuse Policy Research, Adjunct Professor at the University of California, San Francisco, and Fellow and Past President of the American Society of Addiction Medicine and of the California Society of Addiction Medicine.
Dr. Smith is the Founder and Publisher of the Journal of Psychoactive Drugs and Member, Editorial Board, Journal of Addiction Medicine. In addition, he has authored or co-authored 26 books, written over 340 journal articles, edited 28 journals, and has been the technical consultant for 28 drug abuse-related films.

Joanne Barron has worked in the treatment field for over 30 years. Her background with the treatment of adolescents began in 1971 as a substance abuse counselor at Crossroads Hospital. In 1972 Joanne became Director of the Teenage Alcoholism Program for the SanFernando Valley Alcoholism Council before being recruited by Compcare to open the first Adolescent Inpatient Substance Abuse Program in Southern California at ViewPark Hospital in Los Angeles. Joanne and her husband developed a management company providing adolescent inpatient care at Ingleside & College Hospital before creating Insight Treatment Programs in 1995. Currently Joanne works as the National Outreach Director for both Insight and Clearview Treatment Programs. She is a Certified Alcohol and Drug Counselor and holds a Masters Degree in Clinical Psychology.

Patti Ochoa has worked in the treatment field for over 28 years. Patti initially discovered the differences in providing services for adolescents when she was instrumental in developing and implementing an Adolescent First Offender Drinking Driver Program for Community Counseling Center in San Juan Capistrano. In 1984 Patti developed an outpatient chemical dependency program for adults at South Coast Hospital in Laguna Beach. For the next eight years, Patti served South Coast’s inpatient and outpatient programs as Program Director hiring, training and supervising treatment teams as well as keeping the program education modules current and vibrant. In 1991 Patti realized her passion had to do with working with young people and helping them develop strategies for making healthy choices in their lives. She joined Social Model Recovery Systems in developing the TOUCHSTONES residential treatment program which opened in March 1992 in the city of Orange. Serving that Program as Program Director, Patti is a Certified Alcohol and Drug Counselor.

Gabby Perez is 20 years old, and has been sober a little over 2 years. She was 17 when her family put her into Insight Treatment Center. She is currently a full-time student at Glendale Community College, and still attends Insight. She has spoken on various panels for both students and parents on her experience about getting sober, and the progression of addiction/ alcoholism from a first-hand account.

Dave Casey founded Bridge at Valley Glen, a premier sober living home for men in Los Angeles in June 2006. Prior to founding Bridge, he was a house manager at another L.A. sober living home. In 2007, Dave partnered with John Stenzel and together they formed Bridge Sober Living Homes, Inc. Bridge at Miracle Mile, a premier sober living home for gay men and transgender opened in July 2007. Bridge is in the process of opening their women’s home in the San Fernando Valley and should be up and running by the end of this year. Bridge Sober Living Homes, Inc. is also expanding to the east coast; North Carolina and GA.
Dave Casey is also on the Board of Directors for the Sober Living Network.
Prior to managing addicts and alcoholics, Dave spent 15 years in the music industry and founded Fifth Member Management, Inc. where he managed bands and composers. Before that he worked for marketing companies and record labels.

Andrew Martin is the founder of Serene Center, a continued care transitional sober living program for adult men. He entered into the chemical dependency treatment industry after losing his wife to addiction and discovering his own process addiction. Andrew has an MBA from Pepperdine University and is a CAADAC Certified Chemical Dependency Counselor.
Mona Fortenberry - Board of Directors Los Angels County Sober Living Coalition
Mona Lisa has an extensive background in human development beginning over 25 years ago. She has developed and managed numerous programs in the human development field and has served as a field expert presenter on both the local and national levels.
Her expertise has been invaluable during many of her Board of Directors appointments including the UCLA Child Care Advisory Board, a community development advisory board for Santa Monica College, and during her term as Board of Directors President for one of the largest Resource and Referral Agencies for children.
Her passion for helping others was redirected to addiction recovery services due to the personal plight of her own brother, who has a dual diagnosis, and evolved into My Brother'z House, a sober living facility created to provide an environment in which she would be proud to have her brother live. She currently sits on the Board of the Sober Living Coalition and is also a Inspector for the Sober Living Network. Her involvement is enhanced by her participation in numerous organizational meetings on drug, alcohol, addiction and recovery issues.

Heather Edney – Director of Marketing, White Rabbit Partners
MHeather Edney has developed prevention and treatment programs for substance users for over 17 years in Northern and Southern California, focusing on harm reduction and disease prevention for young injection drug users. She has also developed and implemented curricula for educational institutions on drug education and overdose prevention. Her national and international presentations on intervention strategies for drug users have equipped hundreds of health care workers to more effectively work with their clients and patients.
Edney served as Marketing Director of Cri-Help, Inc., a comprehensive addiction treatment agency with an annual budget of over $9 million, where she increased access for patients under both private and public resources. Her distinct approach to marketing, program development and strategic planning has led to her current role on the leadership team of White Rabbit Partners, a streamlined national referral network and addiction/mental health care continuum that is positioned to meet the behavioral health care needs of thousands nationally. Heather balances her entrepreneurial efforts with an enduring commitment to the underserved through her non-profit volunteer work, including membership on the Board of Common Ground – The Westside HIV Community Center serving Los Angeles’ coastal communities.

Author of the baseball novel, "Strikeout at Hell Gate," Robert has written more than 100 articles for newspapers including the Los Angeles Times, the Huffington Post, L.A. Weekly and the Jewish Journal of Greater Los Angeles.
He won 1st place in the commentary category at the L.A. Press Club Awards for a 2005 op-ed in the L.A. Times, in which he wrote about overcoming the stigma of psychosis. Earlier this year, he received honorable mention for another op-ed he wrote in the L.A. Times on the civil rights of the homeless and the mentally ill.

Dr. H. Westley Clark, Director of the Center for Substance Abuse Treatment under the Substance Abuse and Mental Health Services Administration, U.S. Department of Health and Human Services, leads the agency's national effort to provide effective and accessible treatment to all Americans with addictive disorders.
Dr. Clark was the former Chief of the Associated Substance Abuse Programs at the Department of Veterans Affairs Medical Center, San Francisco (DVAMC-SF) and Associate Clinical Professor of Psychiatry, Department of Psychiatry, UCSF. In addition to his duties at the DVAMC-SF, Dr. Clark served as a Senior Program consultant to the Robert Wood Johnson Substance Abuse Policy Program, as well as a co-investigator on various National Institute on Drug Abuse-funded research grants in conjunction with the University of California at San Francisco (UCSF). Dr. Clark's areas of expertise include substance abuse treatment, methadone maintenance, pain management, co-occurring disorders, psychopharmacology, anger management, and medical and legal issues.
Dr. Clark is a noted published author in the field of substance abuse and medical and legal issues. He has written chapters in New Treatments for Chemical Addictions, Promoting Cultural Competence in Children's Mental Health Service, Principles of Addiction Medicine, Review of General Psychiatry, Treating Coexisting Psychiatric and Addictive Disorders, and Occupational and Environmental Reproductive Hazards: A Guide for Clinicians. Dr. Clark has also published in the New England Journal of Medicine, Journal of Pain and Symptom Management, Journal of Substance Abuse Review and Treatment, Journal of Mental Health Administration, Journal of Psychoactive Drugs, Valparaiso University Law Review, and other journals.
Professionalism in the Recovery Workplace

The ultimate goal through this presentation is to set a benchmark as it pertains to staff image and professionalism and as it is seen though the eyes of the consumer.

Ed Storti, lecturer, author and international Intervention Specialist developed and refined his special method of addictive disease intervention 34 years ago. He has performed over 3500 family interventions throughout the United States and abroad.
Ed’s other special interest, is in conducting training sessions for executive levels, treatment centers and hospital staff on professionalism. He frequently speaks to patients, undergoing treatment, about addictive disease.
Choice Theory Relationships in Addiction Counseling

Dr. William Glasser is an internationally recognized psychiatrist who is best known as the author of Reality Therapy, a method of psychotherapy he created in 1965 and is now taught all over the world.
Glasser's path has been one of a continuing progression in private practice, lecturing and writing, ultimately culminating in the publication of over twenty books. After writing the counseling book, Reality Therapy, in 1965, he added education with Schools Without Failure in 1969, greatly expanded the understanding of motivation and behavior with Choice Theory in 1998, helped people improve their own mental health or happiness with Warning: Psychiatry Can Be Hazardous to Your Mental Health in 2003 and with Eight Lessons for a Happier Marriage in 2007.
In 1967, Dr. Glasser founded The Institute for Reality Therapy. Since that time, over 75,000 people worldwide have taken intensive week training in his ideas.
Dr. Glasser maintains a very active schedule and is a much sought-after speaker. He has been listed in Who's Who in America since the 1970's and in 1990, the University of San Francisco awarded him the honorary degree of Doctor of Humane Letters, Honoris Causa. In March of 2003, he was presented with the ACA Professional Development Award, which recognizes the significant contributions he has made to the field of counseling throughout his professional career. In April of 2004, The American Counseling Association presented him with the “A Legend in Counseling Award” for the development of Reality Therapy. Finally, in January of 2005, the American Psychotherapy Association presented Dr. Glasser with the prestigious Master Therapist designation, the highest honor that can be bestowed upon a member.
Carleen Glasser born in Cincinnati, Ohio, educated at the University of Cincinnati, College of Design, Architecture and Art, and received her Bachelors of Fine Arts in 1970 and her MA in Art Education in 1977. She obtained her MA in Guidance and Counseling in 1983 from Xavier University, Cincinnati
She has twenty-five years of experience in education, twelve of which were as a school counselor, specializing in group work with all ages using her extensive training in substance abuse counseling and reality therapy. She has taught at the college level, both on and off campus at The College of Mt. St. Joseph and Xavier University. She has been a Senior Faculty member of The William Glasser Institute since 1994 and presently serves on the Legal Board of Directors.
Mrs. Glasser has worked with her husband, Dr. Glaser, teaching his ideas all over the world. She served as a co-presenter with Dr. Glasser at the Milton Erickson Foundation Evolution of Psychotherapy Conference.
Her books, which teach Choice Theory to children, have been used in many countries besides the United States and have been translated into Korean, French, German and Russian. She has also co-authored four books with Dr. Glasser, The Language of Choice Theory, What Is This Thing Called Love? Getting Together and Staying Together and Eight Lessons for a Happier Marriage.
Her mission is to promote Choice Theory and all its applications to help people learn to live happier, healthier and more productive lives.

This panel will provide key talking points and effective elements of strategy people can employ in their local communities. Panelists will identify the main areas in which local governments impede providers of sober living and residential treatment, key state and federal legal protections for providers, and effective talking points and strategies for working with local governments. Particular emphasis will be on the misapplication of the “6 and under” provision to sober living and how to combat the increasing numbers of ordinances seeking to restrict AOD housing. Panelists will discuss the specifics of successful legal strategies, key talking points to always use with local governments, how to identify and use local data without being a researcher, and quick and easy uses of the media.

STEP is an innovative project designed to educate and organize providers of and advocates for sober living and independent living for the mentally ill to understand their rights and strategically organize to combat zoning and land use barriers put up by local governments. Deborah has been head of behavioral health services for a national managed healthcare company, executive director of the California Women’s Commission on Alcoholism and Drug Dependency organizing and training women to work strategically to increase services to women. She ran her own consulting company for several years and is a many times published poet and writer. She has a B.S. in English from the University of Wisconsin-Madison.

Project Director Los Angeles County Sober Living Coalition
Jeff is the Project Director of the Los Angeles County Sober Living Coalition and the Sober Living Network. He has been involved with the day to day operations of the Los Angeles County Sober Living Coalition for four years ensuring the 325 member homes receive their annual inspections and follow the quality home requirements of the Network. His work with the Sober Living Network involves increasing the awareness of the Network and its mission of advocacy, training, and support for quality sober living homes throughout southern California. Currently he is working with State and Federal agencies in an effort to expand the Network’s coalition building mission throughout California.

The Cool Change Foundation, Inc is a 501(c)(3) non-profit foundation founded in 2003 and dedicated to remove the stigma attached to recovery (self discovery), help victims of substance abuse, their families, children, and others wishing to enhance their lives, by providing insight, preventative education, personal growth, and life enhancement techniques via radio and TV programs; seminars; lectures; books; CD's and public events. We endeavor to instill mental wellness, physical health and spiritual purpose into every affected individual that we can reach. We have the knowledge and expertise to carry the message of self discovery, positive change, and recovery, to a broad demographic that might not otherwise receive it. The Cool Change Foundation is among the first to start to remove the stigma of recovery by changing the public perception of the recovery process. In so doing, The Cool Change Foundation proves to be a catalyst for change in the recovery field.

Emotional Sobriety - The Next Step in Recovery

Recovery follows three stages: Getting clean and sober, staying clean and sober, and living clean and sober. Getting clean and sober is the easiest of the three. Staying clean and sober and living clean and sober concern Stage II of recovery. This stage is characterized by learning to have healthy relationships. This presentation will explore the concept of "emotional sobriety" and how it relates to Stage II Recovery. Dr. Berger will discuss Bill Wilson's letter to help a depressed friend that was written in 1956. He will elaborate Bill’s letter by discussing how it relates to other mental health concepts like emotional dependency and self-esteem.

Dr. Berger is the author of Hazelden’s Best Seller, 12 Stupid Things that Mess Up Recovery. He is a nationally recognized expert in the science of addiction and recovery who is best known for his work on integrating modern psychotherapy with the 12 Steps of Alcoholics Anonymous, and for his insights into emotional sobriety.
